Can I claim against the council for whiplash?

I was driving down the main road local to me and my car hit an uncovered manhole, the car jolted and with such force I was thrown back and forth, I have hurt my back and neck and I went to my GP who said I have whiplash.
Can I claim against the council for leaving the manhole uncovered in the road? Does this come under highway maintenance?
