Can I claim compensation for a car accident because the other driver did not put the hand brake on?

My car was ran into while pulling up by a parked car, the other driver had parked and got out the car without putting the hand brake on so the car rolled down hill and went straight into me.

Although the car was not going very quickly it hit me with enough force to damage my front bumper and whipped me back and forth causing pain and stiffness in my back and neck.
Can I claim for an accident like this if no one was driving the other car?

I have been to the doctor and was told by my GP I have whiplash, how much compensation could I be entitled to?
