Can I claim compensation for council negligence for not replacing a broken street light?

Hi, I want some free legal advice regarding a severe knee injury falling due to council negligence.

I would like to make a claim for compensation for my personal injuries, I tripped and fell twice on the same street where I live what has been neglected by the council for months.

I did not know I could make a claim against council until my father told me I could be entitled to compensation.

The council was supposed to replace a street lamp, they replaced the post but not the light, so when I was walking along the side walk, it was pitch black this is second time first time I have had a trip and fall accident on this street and I banged my right knee the first time and now my left knee which was really bad.

Tripped over the pavement becuz I couldn't see how high the path was, it been three months and no one has come to put the light on or repair the paving slab.

I don't even wanna go out now after the accident and I have anxiety walking around in public now.

I can't remember the exact date but was couple of months prior to this one and the second one was this week.
reported it my landlord was asking last week if I have heard anything from them about light and told the council warden.

Would I be able to claim compensation for council negligence for not replacing a broken street light?
