Can I claim compensation for head injury in pedestrian accident if not crossing at the lights?

I was the victim of a road traffic accident as a pedestrian while crossing over the road, the other driver was speeding and is now in custody for other crimes charges but I was just crossing the street where there are no traffic lights, is the driver still liable for my injuries and can I still make a claim?

I was casually walking up to the shop when I crossed the road, I stopped looked and listened for a second and properly used the green cross code.

As I walk across the road the other driver came screeching at speed around the corner, he is a criminal anyway so must have been running from the police, he hit me hard and sent me over the bonnet, windscreen and over the whole car, I hit my head and was knocked unconscious, he did not stop to help me.

Paramedics brought me back around and took me to hospital where I was told I had a severe concussion and will have to go for scans and tests for brain damage.

I have also broken my fore arm and will have to be in a cast for months amongst other cuts, scrapes, bruises and pain.

Can I claim compensation for my damages if the other driver is already in prison?
