Can I claim compensation if I was hit by an uninsured driver?

I was in a road traffic accident that was not my fault and I have suffered a back injury.

I was hit from behind and I took the other drivers details and he has said he would pay for the repairs to my car but I don’t think he has insurance and I have whiplash, does that mean I cant claim compensation?
