Can I claim compensation off uninsured or deceased drivers for compensation?

Hi, I was in a road traffic accident that was not my fault a few years ago and I am just wondering what is the time limit to make a claim for compensation.

I was hit by a car whilst crossing the road almost 2 years ago and I still suffer from a dull back pain and I have a lump on my leg which has shrunk but is still there and tingles and is very sensitive.

I was crossing the street at the traffic lights and the driver was careless and did not brake in time and hit me with his bonnet, I was thrown to the ground on my back and broke my leg bone on the bumper.

The car that ran me over was uninsured and the driver has passed away from an unrelated illness soon after and I was told that there isn't any point with making a claim as there is no way of getting a pay out from anyone, is this true.

Is it too late now to make a claim and can I claim compensation off uninsured or deceased drivers for compensation?
