Can I still claim compensation if the driver at fault has not admitted liability in a RTA?

hi, I am just doing some research as I am thinking of making a claim for compensation.

I was involved in a car traffic accident that was not my fault and where the driver run and left the scene.

I am also told that he was uninsured and that the car was possibly stolen by the police.

I have legal cover on my car insurance, but they have said that i may not be able to claim anything as the other driver did not admit liability and does not have insurance to claim compensation from.
Is that correct?

I have reported the incident to the police as they were at the scene and they have said upon investigating the incident that clearly the other party is at fault and was driving dangerous and that's why they did a hit and run.

I was also injured in the RTA and have suffered severe whiplash, I was given a 4 week prognosis by the doctor after I was taken to hospital in an ambulance.

I have already missed a week of work and will miss more and struggle.

Can a no win no fee solicitor from legal expert claim compensation for my personal injury?
