Dangerous road caused car accident, suffered head injuries, can I claim against local council?

Hi i had a car crash accident that was not my fault nearly 2 months ago on a dangerous road.

I did not hit anybody but rolled my car to avoid crashing into another vehicle, the other driver has told the police the road was renowned as being hazardous and slippery, i was only traveling 20 miles a hour and feel the road condition is the real reason my car lost control.

There us police report i have photos of car afterwards it was getting dark and i was taken to hospital in a ambulance with head injury so in the moment alot was happening around me that i was not really with it as i was unconscious and surged memory loss.

the witness stated i was not traveling fast around 20 miles an hour my brakes were not working and i was skidding towards other vehicle the went into hedge flipped and rolled my car landing on roof i did not claim insurance as it was nobody's fault but the road conditions prevented my brakes working properly.

I feel the local council has public liability for my accident and head injuries for not repairing the road that was known to be a hazard.

Can i claim against local council for compensation for head injuries?
