Does the local council have public liability for trip & fall accident claims on the street pavement?

I had an accident in a public place that was not my fault and would like to claim compensation.

I had a trip and fall accident walking along a public walkway and I have seriously injured my self, is the local council liable to pay compensation for my injuries?

I have broken my leg in two place due to a fall on a rock that was on the pavement, the paving stones had been damaged and it looked like a stone had broken loose on the side walk but I had no way to see it, tripped and fell.

I have some photo's on a phone of the rock, it was on the pavement covered in leaves and it was dark and wet at the time of the incident.

I have a medical report from a and e from when I went to the hospital, the ambulance crew made a not of the nature of the accident and the doctors did scans and x rays to determine that I had broken my leg from the fall.

Does the local council have public liability for trip and fall accident claims on the street pavement?
