Dog bite to face needed stitches and left scars, can I claim compensation for damages from owner?

I suffered a nasty dog bite to face 12month ago.

I want to sue my neighbours for personal injuries, they are idiots and own several dogs they do not raise or look after properly, the animals are dangerous and known to everyone in the area who is scared of the feral dogs jumping up and barking aggressively from the property.

One day someone left the front gate open on next doors garden and the pit bull mastiff they have escaped, its an illegal and dangerous breed that came into my garden and on my property were it growled and snarled at me, but before I could get up and away it bit me on my cheek.

I screamed and the dog let go and ran away but I had a big bloody gash in my face and had to go to hospital for stitches.

I will have permanent scars on my face and have been unable to go back to work as my job is a customer facing role.

I have made a crime report to the police and the dog warden and the animal will be put down, but its the dog owners who are at fault and liable.

Can I claim compensation for criminal bodily damages or for personal injuries against the owner of the dog?

Can I make a case against the dog owner if they are not registered with the dog warden?

Can anyone please help me
