How do I claim compensation for an RTA involving a stolen car?

My car was hit by a stolen car, I was parked at the time in my car outside my house on my phone, the other car was driving dangerously and clipped the back left corner.

They were driving fast and dangerously and the driver ran away, the other car is uninsured and no road tax.
How can I make a claim for this accident?
