I tripped on pothole in the pavement I have broken a bone in my ankle can I claim?

I tripped on deep pothole in the pavement 3 weeks ago, when the swelling didn't subside I went to my gp it turns out I have broken a bone in my ankle. I currently have my leg in a plaster cast and as I live alone I am finding it a pain getting around on crutches. I cannot drive or work and am now thinking of claiming against council. Also if a family member is helping me at home can they also claim compensation for helping me with my injuries?
