Man hole cover went under feet fractured arm and dislocated knee, is council liable for injuries?

I had a bad accident where I hurt and injured my self walking down the public sidewalk, I fell thru a dangerously loose manhole cover, fractured my wrist and forearm, dislocated my knee and suffered a big haematoma with lots of swelling and bruising on my leg, the incident put me out of action for a couple of weeks, I don't work and I am retired so there was no financial loss, but plenty of pain and inconvenience.

The manhole cover went straight from under my feet, and my leg went straight into the manhole/foul water, I've got a pic of the manhole after the event, but it looks intact, someone must have replaced it, at the time, i wasn't even thinking of claiming damages, so i didnt think to take a photograph on my phone or measure it for evidence, I was shaken up and worried about going to hospital.

I went straight to accident and emergency and had to visit A&E on more subsequent occasions because of the seriousness of my injuries, the doctors should at least have a medical report to prove I had suffered a personal injury.

I'm looking at CFAs because I want to be sure that if I lose my personal injury case, I don't want to be lumbered with significant costs, deciding whether or not to sign the agreement and pursue the case.
I don't want to sue the local council and make a claim for compensation, only to lose and get billed with a massive fee.
