Neglected in prison with dental problems lost teeth and suffer tooth ache, can I claim compensation?

Hi my names Henry, I was just wondering if I could make a claim against a prison as I was in jail and I had dental problems and I didn't get dental care for about 4 months I was taking around 12 pain killers a day because that's all they have would give me in my cell, I've lost 2 teeth, they were broken in a fight and deteriorated and still got parts of a piece of tooth in my gum still, I still get problems now, bad toothache and severe jaw pain, but don't like going to dentist no more as they just ripped them out and split my gum and left me worse and in agony for a while.

If I cant sue the prison or the governor can I still claim compensation for medical negligence? the dentist done a poor job on my mouth and now I'm in constant pain and discomfort and loosing my teeth has badly affected my confidence, slurred my speech and its so unsightly I lost my smile.

I feel I should get a lot of money in a pay out for my damages and ive got nothing to lose, I just need some free legal advice before taking the next steps.
