Police van in wrong lane caused rear end road traffic accident, can I claim compensation?

I was involved in a road traffic accident, a speeding police van was driving with sirens flashing and I assume attending a incident, the car in front of me managed to quickly brake as the police vehicle came into our lane, on coming in the wrong direction, I was not able to slam on fast enough and ended up hitting the car in front of me from behind after he emergency broke, he then went forward and hit the police van so 2 different cars and a police, emergency vehicle were involved but I was the only party who got hurt and needed to be taken to hospital in an ambulance.

The police at scene of the incident were saying I was at fault because I rear ended the other vehicle, but it doesn't seem fair, we were lucky the crash didn't turn out worse, I have injured my self, got a stiff aching neck and lower back pain so I have whiplash and I've lost my no claims.

Will I have a case against the police to claim compensation for my personal injuries and damages to my car and insurance? I'm scared to even go to court or take legal action against them. And If i claim through LegalExpert.co.uk is it No Win No Fee?
