Road accident no fault, no injuries both cars were written off, can I claim compensation?

I was waiting to pull out at the junction (middle intersection, beside a speed camera on my right) giving way to oncoming traffic. when my traffic lights turned red the left lane of the oncoming traffic stopped because theirs would be red as well.

The guy who hit me was on the left lane (his left) oncoming traffic and went straight through the red lights, at that time mine was red as well, but I had no choice because i had passed my stop line and had a yellow box on my side, I was stationery for about 10 sec before I moved, I had no option but to move because if not then I would be blocking traffic on my side road, the same road where I was turning right, I have filmed the practice at that junction by other drivers, they all do exactly what I did, the guy on left lane came on a speed and hit on my passenger side hard pushing me to pedestrian railings, a lorry with a load of cars was behind me and the truck driver also believes its the other guys fault.

I have a report prepared which I have sent to the insurance company but its been almost a month and they haven't contacted witnesses who said other guy is at fault.

What do I have to do to the claim compensation for the damages and costs of repair to my car, the other driver was obviously a hazard and the idiots cost me a lot money repairing dints, scratches, broken bumper and smashed window glass.
