Son tripped and fell down steps in public accident, broken arm & fractured wrist, can I claim?

Hi, I was wondering if I can claim for my child for personal injuries sustained in a public liability accident, my 1o year old son tripped over and fell down some stone concrete steps.
The fall was nasty, he banged his head but suffered no serious wounds but he could have been killed, I took to the hospital in an ambulance after the incident were we waited hours to be seen.

the doctor or physician told me he has broken his arm and fractured his wrist and elbow, its a terrible injury for a child of his ages and hes going to have his arm in a plaster cast for months and after that he may need physiotherapy to recover and rehabilitate his muscles to get the full use of his arm again.

The steps have big gaps and broken uneven chunks out the stairs in them and he didn't see it and caught his toes and went over fell down a few steps, he was screaming, in agony and traumatised from the incident, I have taken a photograph of the hazardous steps on my phone for evidence.

I reported it to the local council who were not willing to admit fault or liability, but the steps have needed repairing for ages.

I would like to claim for a accident in a public place for my sons personal injuries and psychological damages, can I take the council to court for compensation?

And do legal expert solicitors offer a case on a no win no fee basis?
