Tripped and fell on dangerous man hole, broke ankle, council negligent, can I claim compensation?

hi there, i had an accident in a public place, a serious trip and fall last week, but had had a few beers and suffered memory loss and 2 very serious breaks to my ankle, Could i still claim compensation for public liability?

I'm unsure whether I tripped on the pavement or fell down a missing manhole cover I had reported several days before to the local council, after reporting they asked me to check if it had been replaced and phone them back, but i am not totally sure because I have suffered memory loss but it seems like they are responsible for the hazard and negligent for not repairing the paving stones or replacing the lid for the man hole.

I'm not 100% sure if it was the missing manhole I had reported a few days before whilst walking my dog or the broken pavement because I was found on my hands and knees and the doctor said the trauma may have wiped the accident from my memory but there was no sign of any brain injury.

Could I get some free legal advice?

Am I entitled to claim compensation from the council for my injuries? Are the local council responsible for public liability accidents?
